Authorities Say Foster Parents Use System To Access Children To Abuse, Molest

SAN DIEGO -- 10News learned a high number of local foster parents obtained licenses in order to have easy access to children they can molest or abuse.
The anxiety showed on the face of 45-year-old Felix Ramirez as he waited to hear his sentence for fondling his 12-year-old foster child.
"He was supposed to protect the child," wrote prosecutor Lindsey Krause in court documents.
Instead, Ramirez admitted he snuck into the girl's bedroom late at night and molested her.
