Officials at the girl's school also knew enough to intervene, given Katelynn's noticeable injuries and prolonged absences, Suzan Fraser said.

DCYF cites high caseloads, looks at adding 24/7 staffing

DCYF cites high caseloads, looks at adding 24/7 staffing | Concord Monitor:

Heavy workloads and high staff turnover at the state’s Division for Children, Youth and Families are impacting the agency’s ability to keep children safe, according to a recent report from the division.

My Comment: What sense does it make to hire more DCYF worker's when the children were placed back in the home while Criminal charges were pending against the Mother? More caseworkers couldn't have stopped this death. DCYF and the Judge dropped the ball on this one. If the kids weren't returned to a Mother criminally charged with their abuse, this precious little girl wouldn't be dead now.

The only way to stop this from happening again, is reform of DCYF and the Family Court's. My one question; What sense does it make to return children to a home where their Mother has Criminal abuse charges pending, but never return children to a home where Criminal charges against the parent are dropped due to evidence of innocence? Sounds backward doesn't it? That's because it is!

NH Law Pertaining to Relative Placement-Again, Not Followed by NH DCYF

http://www.dhhs.nh.gov/dcyf/relativecaregivers.htm
NH Law Pertaining to Relative Placement-Again, Not Followed by NH DCYF
By law, the State of New Hampshire must make efforts to identify and notify all adult relatives of a child within 30 days of a child going into placement. If a family relative is not available or not appropriate, the child may be placed in a licensed foster home.
When a grandparent or other relative is identified as an appropriate caretaker for a child in State custody, he or she can become licensed by DCYF to provide foster care for the child. While this is not a requirement, it is strongly recommended that they become a licensed relative foster home as they may receive additional financial assistance as well as additional support services. (Unless you're Austin and Isabella's grandmother who took Foster care classes and was STILL denied  placement of her grandchildren and a Foster care license by Supervisor Tracey Gubbins.)

42 U.S.C. § 671(a)(19) Placement of Children With Relatives

https://www.childwelfare.gov/pubPDFs/placement.pdf

New Hampshire Does NOT Give Preference to Relatives, so why do they STILL receive Federal Title IV Funding?
In order for States to receive Federal payments for foster care and adoption assistance, Federal law under title IV-E of the Social Security Act requires that they “consider giving preference to an adult relative over a nonrelated caregiver when determining placement for a child, provided that the relative caregiver meets all relevant State child protection standards.”1 Title IV-E further requires States to exercise due diligence to identify and provide notice to all grandparents and other adult relatives of the child (including any other adult relatives suggested by the parents) regarding (1) the fact that the child has been or is being removed from the custody of his or her parents, (2) the options the relative has to participate in the care and placement of the child, and (3) the requirements to become a foster parent to the child.2
Giving Preference to Relatives for Out-of-Home Placements
Each State defines “relative” differently, including relatives by blood, marriage, or adoption ranging from the first to the fifth degree. Generally, preference is given to the child’s grandparents, followed by aunts, uncles, adult siblings, and cousins. For Indian children, nine States allow members of the child’s Tribe to be considered “extended family members” for placement purposes.3 Approximately 45 States and Puerto Rico give preference or priority to relative placements in their statutes.4 Massachusetts, Ohio, Wyoming, and the District of Columbia require childplacing agencies to give preference to placements with relatives in regulation. In 17 States and Guam, State agencies are required to make reasonable efforts to identify and locate a child’s relative when out-of-home placement is needed.5 New Hampshire, American Samoa, Guam, and the U.S. Virgin Islands use statutory language such as “may consider” placement with relatives. West Virginia and the Northern Mariana Islands do not address the issue of the placement of children for foster care with relatives in their statutes. In all cases, before a child can be placed in the home of a relative, the child-placing agency must do an assessment to determine that the relative is “fit and willing” to provide a suitable placement for the child, able to ensure the child’s safety, and able to meet the child’s needs. Approximately 28 States and the District of Columbia require relatives to undergo a criminal background check that may include all adult members of the household.6

A False Report and a NH DCYF Lawyer's Lie Rip a Nashua Family Apart

The Makings of an Excellent Lawsuit!

We were blessed with the birth of our granddaughter Isabella Brooke on August 31st, 2005, only to have her stolen by the State of NH on October 3rd, 2005. Hand delivered to Foster stranger's, who didn't even meet residence requirements to foster a child in NH to begin with. We were never given consideration for custody, nor were any other relatives. Never allowed a Home Study. Never allowed a Home Inspection. ALL Law's of the State and the Federal Government disregarded:
 https://www.childwelfare.gov/pubPDFs/placement.pdf
Placement of Children With Relatives- 42 U.S.C. § 671(a)(19) (LexisNexis 2013

  • When a grandparent or other relative is identified as an appropriate caretaker for a child in State custody, he or she can become licensed by DCYF to provide foster care for the child. because of an already PROVEN false report called in by a disgruntled, ex, so called friend of Isabella's Aunt, called in two weeks before her birth and proven FALSE the same day. A false report a Nashua DCYF Lawyer relayed to Judge James Leary, stating it was true and it happened in MY home. Lying through her teeth, slandering my family just to keep Isabella from us. Not only was the report PROVEN False, there was NO location listed as to where the "supposed" abuse took place.
That sorry excuse of a human being got her way when Judge Leary allowed her "Hearsay" without proof to steal Isabella from her entire REAL Family.
We were never allowed the Court Transcript where the Lawyer lied, even after filing many motion's to obtain it. The false reporter was never prosecuted for her lie that tore my family apart and the DCYF Lawyer was never reprimanded for her lie, even though we filed a complaint with the Attorney Discipline Board. Like they say, the Good Ole Boy's Network. They look out for their own. Oddly enough, after filing the complaint, I came in contact with that Lawyer soon after, who told me I had to drop the complaint against her. I told her I would drop the complaint after she admitted she lied. Her response,"No, I can't do that." Hopefully the complaint is still in her file. For some ungodly reason, the liar still work's for Nashua DCYF. I guess that's what happens when Union's take over Businesses. And yes, DCYF most certainly is a Business and our stolen children are their money maker's.
Isabella is now ten year's old. She was ILLEGALLY adopted by the stranger's in 2007, her Father never even contacted, never allowed the right to fight for custody and denied Paternity testing.
This is just our story. There are many more stories out there where false report's are used to steal our children and grandchildren. Always watch your backs and trust no-one when it comes to your children. All it takes is just one false report to wreak havoc on a once happy family. Remember, the Judges ALWAYS side with DCYF/CPS. You don't have a snowball's chance in Hell fighting the Family Court system. Know your rights and NEVER let your guard down.

It Does Not Take a Village to Raise a Child!!!!!

The federal government is seeking to create a new bureaucracy that would intervene in family life and could even see state-appointed monitors conduct routine home visits to assess a child’s well-being.
The U.S. Department of Education and the U.S. Department of Health and Human Services (HHS) has published a draft document which outlines a plan that will treat families as “equal partners” in the raising of children, opening the door for government intrusion at all levels.

Hassan to seek no-bid contract for DCYF review

Hassan to seek no-bid contract for DCYF review | New Hampshire:

Brielle Gage, 3, of Nashua, died of blunt-force trauma in 2014. Hers is one of the cases that has drawn criticism of child protection services in New Hampshire.

Four months after announcing plans to do so, Gov. Maggie Hassan has yet to initiate an independent, comprehensive review of the state's much-criticized child protection services system.

My comment just in case it disappears from the UL: Thank you Senator Boutin and the Commission for setting up an independent DCYF Review, which has been badly needed for years. I hope the review goes back far enough to show the DCYF cases where many children were never harmed, physically or mentally, but were taken any way. Where parent's with criminal charges of child endangerment were dropped in Criminal Court because evidence proving innocence was allowed into Court. Evidence denied in Family Court by the same Judge and the children never returned, sent off to strangers and adopted out. And the cases where new Mother's were reported to DCYF after they requested their child be moved to another hospital, after the child was switched with another child and all security removed from the baby. Mother's given morphine in labor and then being accused of using illegal drugs that spilled into the newborn. Relatives never allowed placement, after the DCYF Lawyer relayed an already "Proven" false report to the Judge. The Mother's charged with "Anticipated" Neglect in the future, because as we all know, DCYF hires psychic's when they don't have a clue. Oh and Father's who were never contacted by DCYF or the Court's when it came time to terminate their right's, terminating the rights of faux pas father's and denying paternity testing of the Father's who came forward. And yes Pamela, in many cases DCYF DOES take children without cause. I took Foster classes also and I know exactly what Foster's are told. DCYF works at pitting Foster stranger against parent. At least that's how it was when Maggie Bishop was at the helm. Our Legislature is doing an excellent job of making badly needed changes within DCYF. And of course the Judges have no concern about DCYF because they all work together. Bias at at it's best.

Reshaping foster care

Reshaping foster care - Casey Family Programs:

What if we could invest more of our federal child welfare funding to safely reduce the need for foster care? That’s the question that a county in Ohio took to heart some years ago. And in tackling that question, Lorain County improved the lives of its vulnerable children and families, while remarkably reducing the percentage of its budget that was spent on foster care.

Do Nothing Judiciary – Family Law Reform

Do Nothing Judiciary – Family Law Reform:

Dear Family Court Judge:

(I have some thoughts that you need to hear, I am expressing this by and through my United StatesConstitutional Right to FREE SPEECH. If anyone reading this has an opinion and would like to comment, that is also YOUR RIGHT, so exercise it!)
Now, I wish I could say that you are simply ignorant. I wish I could say that you are being manipulated and coerced into doing what you do. Sadly, I cannot say either. The truth is, you are fully aware of the horse-and-pony show which performs daily in your “courtroom”. I have estimated that your 3 ringcircus has almost 10,000 shows a year at each Courthouse in Riverside County.

DCF a good place to start reforming state gov't

DCF a good place to start reforming state gov't | HartfordBusiness.com:

In September 2015 a civil-rights lawsuit was filed against the commissioner of the Department of Children and Families and four others. The suit was brought by foster parents who were falsely accused of child sexual abuse — in a setting reminiscent of the hysteria that led to the Salem witch trials. The criminal case that followed DCF's charges resulted in a rapid acquittal of one parent and dropped charges as to the other. The presiding judge in the criminal proceedings noted (I paraphrase from the suit) that the DCF resisted court-ordered document production, refused to comply with reasonable subpoenas, withheld records containing "extraordinarily exculpatory evidence," and that "the brigade of social workers, educators, department of family's personnel who provided intense services" never saw any signs of physical abuse.

Mass. has highest rate of CPS Rats in U.S.

Mass. has highest rate of reported child abuse in U.S. | WWLP.com:

NORTHAMPTON, Mass. (WWLP) – Newly released numbers show that Massachusetts reported the highest rate of abused and neglected children in the nation. The state reported 31,863 children that were victims of abuse or neglect to the U.S. Department of Health and Human Services for the fiscal year 2014. That works out to about 22 victims per 1,000 children.
My Comment: Very few of these children are actually abused or neglected. CPS has a knack for railroading innocent parent's for absurd and even fraudulent reasons. And it's not just in Mass. It's Nationwide. Follow the Money!

New research out of the American Psychological Association links persistent attention-deficit hyperactivity disorder (ADHD) to having critical parents, suggesting that parental behavior can have a significant impact on the mental disorder. In many cases, ADHD fades away towards the end of adolescence, and may completely disappear in adulthood. Among those whose symptoms persist as they age, harsh and critical parents may play a role, the research suggests.

Proposed Georgia laws could help grandparents raise grandchildren | Columbus Ledger-Enquirer:

Child Protective Services removed Joe Ann Howe's two grandchildren from their mother's home about 16 years ago and placed them in the foster care system.
