The Hampton Roads Child Fatality Review Team's efforts to review the shaking death of a 10-month-old boy at the hands of his foster mother were neither comprehensive nor specific enough, concluded a national child advocacy organization that reviewed the case.
Braxton Taylor, who died as a result of his brain swelling and filling with blood, is seen at 6 months old in his Halloween costume in October 2009.
