A teenager who was abused for years at a home in Tracy plans to file a lawsuit on Wednesday against Sacramento County's Child Protective Services, according to a news release issued Tuesday.

The teenager, identifed only as Kyle Doe, escaped in December 2008 to a nearby gym after being hit with a baseball bat, beaten with a flashlight, cut with a knife and chained to a table.
