CAIRO, Mo. — Walking into the pink nursery feels like stepping into a Hallmark greeting card. The room is overflowing with toys, and pencil drawings of a happy family sit on top of the dresser. The closet is filled with a wardrobe of baby clothes that have never been worn.

“It’s been like this since the day she was born,” Debbie Vaughn said of the room set up for her granddaughter.
And yet, these grandparents are legally separated from their grandchild. They’re only allowed one three-hour visit per week. And this rural home, with a terrier skittering around on the hardwood floor, a neatly manicured lawn and a lifetime’s worth of family photos plastered on the walls is described by a judge as “troubled.”
