When 10-year-old Nubia Barahona's lifeless body was found wrapped in a plastic garbage bag in the bed of her adoptive father's pickup truck in West Palm Beach, Fla., the public demanded answers. The Florida Department of Children and Families had investigated previous allegations of abuse by Jorge and Carmen Barahona, but failed to remove the girl and her twin brother from the home.
