It's high time the States abided by this mandate. It's also high time the Federal Government investigated the States CPS/DCYF agencies to see just how many States don't abide by this mandate. Why are the Fed's still funding these agencies when they deny relative placement? Title IV funding must be abolished. There is NO incentive to keep children with their families when CPS is rewarded for tearing them apart!
