Fix foster care - Houston Chronicle:
The state is an unfit surrogate parent for some children. That's basically what U.S. District Court Judge Janis Jack of Corpus Christi said in a 255-page ruling that faults our state's foster care system. Children under permanent management care of the state of Texas leave the program - after repeated exposure to physical, sexual and psychological abuse - more damaged than when they entered.
