NASHUA – A money-saving change to state laws has school, town and social service agency officials looking to find ways to reach troubled children who are now further at risk of slipping through a rapidly fraying net of social services.

Note: Where is the money going that parent's have to pay the state for their CHINs children? That is, people NOT on state assistance. I see no mention of the money brought in by the state.
