GAO Says Tribes Need Better Foster Care Help From HHS - Law360:
Law360, New York (February 26, 2015, 4:46 PM ET) -- The U.S. Department of Health and Human Services should provide more consistent advice and respond more readily to Native American tribes seeking to implement federal foster care programs, according to a U.S. Government Accountability Office report released Wednesday.
HHS is tasked with giving assistance to tribes interested in directly operating a foster care program under Title IV-E of the Social Security Act, but tribes had difficulty adopting program requirements, sometimes received conflicting information from HHS and experienced delays receiving comments on their draft plans for the programs, the GAO said.
