State social workers took Angela Donnellon’s niece from her biological mother, who had a history of drug use, when she was 2 days old in 2014.The infant was placed in foster care by the state’s Department of Health & Human Services’ Child Protection Services division with a couple who has a criminal history and who were rejected for a foster care license through Livingston County Catholic Charities in Howell.“(The state) purposely placed her with this family so they would be able to adopt her,” Donnellon said. “They never gave the birth mother or (birth) father a chance or anyone in the family a chance. …(Sounds Familiar-Sounds just like NH DCYF)

A Senate bill working its way through the General Assembly would pave the way for many legal proceedings involving child abuse and neglect cases to be open to the public. Most such proceedings are currently closed. Senate Bill 40, introduced by Sens. Julie Raque Adams, R-Louisville, Morgan McGarvey, D-Louisville, and John Schickel, R-Union, asks the Kentucky Supreme Court to create a pilot project to "study the feasibility and desirability of the opening or limited opening of court proceedings, except for proceedings related to sexual abuse, to the public which are related to" cases involving children. The Senate approved the bill Friday, and it now moves to the House.
