Massachusetts topped the country in the rate of child abuse and neglect in 2014, according to a federal report released this week. According to the report released Monday by the Department of Health and Human Services, there were 31,863 child victims in the Bay State in 2014 — up 30 percent from 2010, and representing a rate of 22.9 victims per 1,000 children.
