The candid admission comes days after a scathing internal review into how Child Protective Services handled abuse complaints leading up to the boy’s death. It resulted in the firing of three CPS workers, including a program director.

On Oct. 1 in a Baltimore City courtroom, a federal grand jury indicted Stephen H. Schaffner, 34, of Greensboro, Maryland, in connection with the sexual abuse of a six-week-old baby boy that included videotaping the abuse and obtaining graphic images of the abuse from the infant’s foster father, Michael Lutts, 50, of San Diego, California. According to a release from the FBI, Schaffner used to be a Maryland based licensed clinical professional counselor, while Lutts was a pediatric nurse in San Diego.
