However, a survey concerning newborn infants born in the 2012 fiscal revealed that only 15 percent have been under the care of foster homes. Those sent to child welfare centres cover more than 80 percent of the fiscal year’s newborn babies.

The Foster Strangers are relieved because they aren't being charged. If it were the Biological family, it would be a whole different story.
