Child Welfare Policy Manual

Child Welfare Policy Manual:

As a result of the enactment of "Fostering Connections to Success and Increasing Adoptions Act of 2008" (Public Law 110-351), the relevant CWPM Q/As are in the process of being revised to reflect the many changes made by the law. Until such time as the edits to the sections of the CWPM related to the changes made to the Act by P.L. 110-351 are complete, please refer to the statute and official guidance from the Children's Bureau (such as Program Instructions and Information Memoranda) for definitive guidance on the requirements. You also may contact your Regional Office representative for further clarification.

This manual replaces the Children's Bureau's former policy issuance system. This Child Welfare Policy Manual updates and reformats all of the existing relevant policy issuances (Policy Announcements and Policy Interpretation Questions) into an easy to use question and answer format. This manual is broken down into nine main policy areas (with detailed subsections): AFCARS, CAPTA, Independent Living, MEPA/IEAP, Monitoring, SACWIS, Title IV-B, Title IV-E, Tribes/Indian Tribal Organizations. Future policy guidance will be disseminated in this format and announced as "Updates!" to the manual. This web-based manual ensures that the most current policy information is available to the States in the quickest and most accurate way. All questions/comments should be directed to the Children's Bureau Regional Program Managers.

Our local Social "Services" and Child "Protection" Agencies:Serving to Protect who, exactly?

Our local Social "Services" and Child "Protection" Agencies:Serving to Protect who, exactly? - Opinion - Campbell, CA Patch:

If not for the hopes of liberty and justice to hold on to, the entire child welfare system would undoubtedly scream the cries of the all-consuming face of evil, ready to swallow everything in my entire being that dared cross its path.

Social workers under fire over unborn baby row

Social workers under fire over unborn baby row | Herald Scotland:

SOCIAL workers on the Western Isles have been accused of bullying and making decisions without proper evidence during attempts to take an unborn baby into care after the mother gives birth.
A representative for the family involved in the case is demanding an investigation and has taken his complaint to the Scottish Government.
David Harris says he wants a probe into unsubstantiated claims by a senior social worker that the mother was spotted drinking.

Audit called for Child Protective Services: America’s fourth scandal

Audit called for Child Protective Services: America’s fourth scandal - Hi-Desert Star: Letters To Editor:

With today’s serious government scandals being brought to light, there remains one that has eluded the national attention under the premise of protecting children.
It has recently been spotlighted again in the Hi-Desert Star’s May 15 article, “Lawmaker calls for audit of Child Services” and channel 11’s continued series of “System of Lies,” which aired May 15.
The latter reference documented a lawsuit against Orange County’s Child Protective Services, while more lawsuits continue to pile up.
It’s chilling to hear that when social workers are caught in lies and perjury, the punishment, according to Orange County’s director, is absolutely nothing! After attorney Shawn McMillan of San Diego won Deanna Fogherty-Hardwick’s case against Orange County CPS, the director refused to admit any wrongdoing. In reply to the Supreme Court’s decision on the matter, he stated, “That’s their opinion.” This response exemplifies an agency that has little or no accountability, which does not inspire public trust or confidence.
Hundreds of billions of our tax dollars are at work paying for:
1. A child’s “removal” (often unnecessary and unwarranted);
2. “Services” required to keep the child in foster care;
3. Group homes (up to $8,500 per month per child);
4. Contracted service providers for the parent(s) to earn the right to remain a parent(s);
5. Personnel positions (receptionists, caseworkers, supervisors, transporters, court clerks, transcribers, judges, etc.);
6. Adoption bonuses the department earns for going above the previous year’s quota;
7. Psychotropic drugs “needed” for children experiencing separation anxiety;

8. The department’s defense in lawsuits and the consequent settlements.

SC justices deny requests from birth father, Cherokee Nation to rehear adoption case

SouthCoastToday.com | Latest News from the Associated Press:

COLUMBIA, S.C. (AP) -- South Carolina's highest court on Wednesday refused to rehear a case involving a South Carolina couple's attempts to adopt a girl of Cherokee heritage, setting up a family court action - and potentially a federal lawsuit.

This little girl belongs with  her Father, not with a couple who can't make their own children. God made people infertile for a reason and it wasn't to take children from other's who can have children.
What is wrong with our Justice system these days? Have they all fallen off their rocker's? What gives them the right to play God? This little girl will suffer immensely if she's taken from her REAL family she's grown to know and love. But what do the Court's care? They do it every day to our children. No wonder the Pharmaceutical company's are getting rich off of our children. Parent's no longer have any rights.
I though New Hampshire was bad adopting children out without terminating a Father's right's. I guess South Carolina's INJUSTICE system is in the same category!
