NEWPORT NEWS — The city's housing authority and human services department are launching a pilot program that would help reunite families and prevent children from entering the foster care system.
"Foster care is not a good place for kids to be if they don't have to be," said Susan Morgan, chief of social work services. "We would be able to identify families on our caseload where we could prevent children from going into foster care or reunify families."
