A 13-YEAR-OLD boy is in hiding, avoiding child services officers after fleeing foster care in an attempt to be reunited with his mother.

Donald and Lillian Bedford lived at 29 E. Seymour St. in Germantown.

Apparently Lillian Bedford was incompetent to stand trial, so she went to a mental hospital. Another child, Brent “Chuck” Garcia, had died in her care in 1966, but they were unable to prove murder. But Randolph E. Wise, the Welfare Dept. commissioner at the time said Eddie Stecker’s death was the first murder in Philadelphia’s foster care program. I doubt that is true.
