Our news partner KING5, through investigative reporter Susannah Frame, has obtained secret files that the Boy Scouts of America have been keeping for decades on leaders and other volunteers in the organization who have been accused of sexually abusing children. The files also show a pattern of child abuse in Washington state, according to the KING5 investigation.

Donald and Lillian Bedford lived  at 29 E. Seymour St. in Germantown.

Apparently Lillian Bedford was incompetent to stand trial, so she went to a mental hospital. Another child, Brent “Chuck” Garcia, had died in her care in 1966, but they were unable to prove murder. But Randolph E. Wise, the Welfare Dept. commissioner at the time said Eddie Stecker’s death was the first murder in Philadelphia’s foster care program. I doubt that is true.
