In the early 1920s, the United States Supreme Court first reviewed the rights, liberties and obligations of parents to direct the upbringing of their children. Two important decisions,Meyer v. Nebraska and Pierce v. Society of Sisters, established a legacy which was followed by a series of decisions holding that parenting is a fundamental constitutional right, and among “the basic civil rights of man.”Choices about marriage, family life, and the upbringing of children are among those rights the Court has ranked as “of basic importance in our society,” and as sheltered by the 14th Amendment against the State’s unwarranted usurpation, disregard, or disrespect.

With attention fully on the Vikings stadium issue, a bill that would change child custody proceedings for divorcing parents in Minnesota is quietly inching its way closer to the governor's desk.
The latest version of HF322 would simply increase the presumed time each divorcing parent would get with his or her kids from 25 percent to 35 percent. (The remaining 30 percent of time would be figured out through mediation or divorce proceedings.) The Senate held a second reading of the bill Monday.

HEADS UP FAMILY RIGHTS THIS APPLIES TO ALL STATES. Went to a state meeting on the Title IV E waiver. For those who do not know what that is, it was passed by Congress giving leniency to 28 states to use the federal funding for family preservation. Here is the latest skinny: Only two states out of the 28 have applied so far even though it was passed months ago. Part of this is the feds are dragging their feet but the other reason is most states don't know how to put together a new program required for this so they are sticking their heads in the sand. WA State got lucky because the Bill Gates foundation is paying to bring in consultants from Baltimore to help them figure it out. I also found out that each state can waiver whatever they want to. Doesn't necessarily have to go for family preservation. Family preservation is one of three areas they can waiver. SO, it is critical for you activists to push this through and make sure your state is on target for the waiver and applying it correctly. More info to be coming on this later.
