This Bill merges both DCYF and the Juvenile Justice system together, with the Queen of Distortion,DCYF Director Maggie Bishop at it's helm. Hasn't this old crony harmed enough children and families in NH already? Who put her in charge of the Juvenile Justice system to begin with? You know legislation and laziness is a very bad combination when decisions like this come out of Concord; its not only the run on sentences and poor grammar use; but, the lack of logic in putting the DJJS Division for Juvenile Justice Services and DCYF Department of Children Youth and Families under one director - first these are the two areas that conflict the most; the only thing gained from being under one director; who has been running both without legislative consent before the below for several months now CONFIRMED HERE:http://www.gencourt.state.nh.us/bill_status/BillStatus_Media.aspx?lsr=2899&sy=2012&sortoption=&txtsessionyear=2012&txtbillnumber=SB349&q=1-   is solely to capture more federal state funding not used for the best interests of children in either populations because both have failed federal and state audits on their activities with these populations. This report by Maggie Bishop queen of distorted statistics http://www.dhhs.state.nh.us/dcyf/documents/NHProgImprovPlan.pdf  does not clearly spell out what the federal government states herehttp://www.acf.hhs.gov/programs/cb/cwmonitoring/ : NH's  failures in their duties across the board are upto and beyond 66% of the populations served over the last 20 years; yet our congressional leaders still fund their lack lustrous ineffective programs at 75% until title IV, tanf and other block grants and then the State of NH through the Reimbursment Unit under DHHS turns around and charges the parent's of these children in both arenas at 100% ; 200% if they are divorced. CONCORD – Supreme Court Chief Justice Linda Dalianis of Nashua has vigorously opposed a move to give back to lower judges full management control over their courts.
House Speaker William O’Brien, R-Mont Vernon, co-authored the proposal that significantly dilutes the overhaul of the judicial branch, which he championed in the current two-year state budget.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twelve
AN ACT relative to the administration of juvenile justice services.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Repeal. The following are repealed:
I. RSA 126-A:4, II-a and II-b, relative to the administration of juvenile justice services by the department of health and human services.
II. RSA 169-D:5, IV, relative to prohibiting delinquent acts in a child in need of services (CHINS) petition.
2 Effective Date. This act shall take effect upon its passage.
