The Track Record on Safety and Well-being
At the heart of the criticism of family
preservation is one overriding assumption: If
you remove a child from the home, the child will
be safe. If you leave a child at home the child is
at risk. In fact, there is risk in either direction, but
real family preservation programs have a
better record for safety than foster care.
And even when families don’t get
special help, two huge studies have found
that children left in their own homes typically
do better than comparably-maltreated
children placed in foster care.

Josh Powell, the husband of a missing Utah woman, lost legal custody of his sons, yet they were still at his home this week when he decided to end his own life — and theirs.
"To terminate a parent's rights is very hard in America," Kessler said. "We want to preserve a parent's right to know their children and vice versa."
Who is this guy trying to kid? Terminating a parent's rights is the NORM in America today. They've had so much experience, Terminating a parents rights is just an every day occurrence.

The Government has announced plans to rewrite the law relating to legal disputes about children following their parents’ separation to create a legal presumption of shared parenting. This is in response to the recommendation of the independent Family Justice Review panel in November 2011, chaired by David Norgrove, that the law should not be changed.
