WhatLiam Scheff found at Incarnation Children's Center (ICC) in Washington Heights ignited a city scandal in 2004 and into early 2005--a scandal mostly forgotten today but not yet resolved. The New York Press published his article in early 2004, and further articles followed in the London Observer/Guardian and the New York Post, among other media. The allegations were even the subject of a BBC documentary, Guinea Pig Kids.

Here in the state of New Hampshire, several families are outraged at the Child Protective Services, and several have made some appalling claims. According to their website, New Hampshire DCYF receives more than 15,000 reports of suspected child abuse and neglect annually. Approximately 8,000 of those reports are assessed each year. (http://www.dhhs.nh.gov/dcyf/cps/index.htm) As of October 31st 2010, there were 707 children placed in out-of-home care. (http://www.dhhs.nh.gov/ocom/documents/dcyf.pdf ) The department makes claims to giving “support” to families, but in most cases that so-called support is becoming questionable.
There seems to be no standard set of definitions for a case worker to go by when determining cases, and the qualifications for the case workers to be able to make such determinations is also a question that comes up for families that have been caught on the wrong side of the fence.
Here in New Hampshire there is a petition sponsored by Dorothy Knightly, Hope Nardone and Pat Patterson which outlines specific assessments that need to be done to DCYF as an agency. The petition calls into question the actions taken by the agency. and also brings to light the need to assess the qualifications of the determining caseworkers. How many allegations of maltreatment were reported and received an investigation or assessment for abuse and neglect?
During Federal fiscal year 2010, an estimated 3.3 million referrals, involving the alleged maltreatment of approximately 5.9 million children, were received by CPS agencies. Of these referrals, 45 States reported counts of both screened-in and screened-out referrals.
Based on these data, 60.7 percent were screened in, with a range of 25.2 to 98.7 percent among the States and 39.3 percent were screened out, with a range of 1.3 to 74.8 percent among the States.
Of the nearly 2 million reports that were screened in and received a CPS response, 90.3 percent received an investigation response and 9.7 percent received an alternative response. Of the 1,793,724 reports that received an investigation, 436,321 were substantiated; 24,976 were found to be indicated; and 1,262,118 were found to be unsubstantiated.
The latest stats now show 39.3% screened OUT to begin with.
Of the 60.7% screened IN, 70.3% of those were determined NO ABUSE. Additionally, .013% were "indicated", which really means NOTHING. My own case was "indicated" due to unspecified "additional information", which turned out to be that CPS agent's own report she had just created from thin air just to harass me.

MANY of the "substantiated" cases are also MALICIOUSLY PROSECUTED FALSE ALLEGATIONS.
What REALLY grinds my grits is how many false allegations there are, and how MOST STATES are not reporting the ones they can't spin up a lie about.
Obviously, Idaho and Vermont are the most honest in accounting for False Allegations, which I believe are utterly PANDEMIC-
