St. Paul, Minn. — Each year about 1,500 American Indian children in Minnesota spend time in foster care or other out-of-home-care, often after allegations of neglect or substance abuse by a parent.

Children in foster care in five states are taking psychotropic drugs at a rate "two to over four times higher" than non-foster children in Medicaid according to a draft of a new government report obtained by CBS News.
Data in the new report from the Government Accountability Office (GAO) shows that in the five states examined, 609 foster children and over 1,100 non-foster children were taking five or more psychotropic drugs at one time, a "high-risk practice" that lacks sufficient scientific data, according to experts consulted for the study. The report also found that over 20,000 foster and non-foster children were taking dosages that "exceeded the maximum standards published in medical literature."

Study Shows Foster Children Have High Rates of Prescription of Psychiatric Medications - ABC News:

The federal government has not done enough to oversee the treatment of America's foster children with powerful mind-altering drugs, according to a Government Accountability Office (GAO) report to be released Thursday.

ABC News was given exclusive access to the GAO report, which capped off a nationwide yearlong investigation by ABC News on the overuse of the most powerful mind-altering drugs on many of the country's nearly 425,000 foster children.

Starting this summer, states will have to provide the federal government with details about how they control the use of psychotropic medications on youth in foster care.
The Obama administration said in a letter to state officials last week that it was concerned about the “safe, appropriate and effective use” of the drugs, which are most often prescribed to adolescents in connection with a diagnosis for mood or conduct disorders, though many child advocates believe they are frequently used as chemical restraints because of their numbing effect on kids.

"GRASS LAKE — Currently, in the state of Michigan, those that are mandated reporters of child abuse are doctors, social workers, teachers and emergency room personal.  There is a movement that has reached Lansing that would add court-appointed special advocates to this list.

An advocate’s job is to keep a watchful eye over children in foster care who run a risk of being in an abusive situation. As of now, if they do uncover that a child is being abused, they do not have to report the situation.

How can advocate's report suspected abuse of children in Foster care, when they work right alongside CPS? Foster stranger's are hand picked by CPS. The "Chosen", who can do no wrong. The advocates side with CPS and their "Chosen". Parent's don't stand a chance. What a joke!
