Child "protection" is one of the biggest businesses in the country. We spend $12 billion a year on it.
The money goes to tens of thousands of a) state employees, b) collateral professionals, such as lawyers, court personnel, court investigators, evaluators and guardians, judges, and c) DSS contracted vendors such as counselors, therapists, more "evaluators" , junk psychologists, residential facilities, foster parents, adoptive parents, MSPCC, Big Brothers/Big Sisters, YMCA, etc. This newspaper is not big enough to list all of the people in this state who have a job, draw a paycheck, or make their profits off the kids in DSS custody.

According to the office of Erie County Court Judge, Michael L. D'Amico,
former Child Protective Services investigator, Anthony Noble, was
sentenced to three years probation and 200 hours of community service
for his role in an adoption scheme.
Noble was to have been sentenced on July 14 but his case was adjourned
until yesterday.
Anthony who is the son of retired Erie County Child Protective Services
director, Joyce Noble, pleaded guilty on March 20, 2009 before Judge
Michael D'Amico to criminal contempt for his involvement in the adoption
scam.
Arkim Godfrey, the adopted child's mother, has already been sentenced to
probation for her part in the scheme and must perform 100 hours of
community service.
Noble, a 16 year employee of Child Protective Services, apparently tried
to adopt the child by claiming he was its father. The biological
mother was a client of the agency. Noble was charged after not complying
with the judge's order to return the child to its mother.

A recent study has found that 12-18 months after leaving foster care:
30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance
37% had not finished high school
2% receive a college degree
50% were unemployed
Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and
impaired social relationships. Some experts estimate that about 30% of
the children in care have marked or severe emotional problems. Various
studies have indicated that children and young people in foster care
tend to have limited education and job skills, perform poorly in school
compared to children who are not in foster care, lag behind in their
education by at least one year, and have lower educational attainment
than the general population.

These studies found thousands of children already in foster care who
would have done better had child protection agencies not taken them away

TOPEKA – A Wichita state senator and family members of abused and displaced children went before the Senate Judiciary Committee today to try to enhance the status of grandparents in child-custody courts.
Senate Bill 52 would automatically establish grandparents as interested parties in cases when their grandchildren are removed from their homes. At present, grandparents only receive notice of and status to be heard in such proceedings when they request it.
Sen. Oletha Faust-Goudeau, D-Wichita, who is sponsoring the bill, told the committee the legislation “is pretty simple, allowing grandparents to be notified without a lot of additional hassle.”
“We as a state want to keep families together and keep kids out of foster care,” Faust-Goudeau said.

Things have gotten better in the decade since Logan Marr's death, but more can be done with a $300 million budget.
BRUNSWICK - It was with great interest that I read this paper's review of Maine's child welfare system.
ABOUT THE AUTHOR
Newell Augur, a resident of Brunswick, is a lawyer who represents parents in child custody cases and serves on the Maine Bar Association’s subcommittee on child protection issues.
Ten months after Logan Marr was killed 10 years ago, I began working as legislative and public affairs director at the Department of Health and Human Services.
Four years later, I left state service and started a law practice representing parents in child custody cases. I currently participate on the Maine Bar Association subcommittee that reviews child protection issues.
The changes at DHHS are significant. They have reduced the number of children in care and increased the number of children who, after taken into custody, are placed with relatives. Training and recruitment of foster parents has improved. The system is much better today than it was 10 years ago.
