What is ASFA/CAPTA, part 3 of 4

In part 2 we had just made a statement; "they create bonuses for adopting children out of the Foster Care System thereby, attracting the wrong element of our society. No, money is not a valid reason to want to be a foster parent, in essence this is an ad for a huge garage sale for which America's children the items for sale".
However, they would never throw this program out. Billions and billions of dollars are made from this program by the organization in charge of the garage sales, CPS. The system foster care payments come from your social security fund for the fiasco emerging from the cluttered shed. You are supporting government funding for kids from Title IV-E section of the Social Security Act, social security funds. Health & human services laws SEC. 423-426. [42 U.S.C. 623]
Your examiners note: biological parents you really need to read law 430 in which it states on the website listed above in which it states;
“To prevent child maltreatment among families at risk through the provision of supportive family services”.
“To assure children's safety within the home and preserve intact families in which children have been maltreated, when the family's problems can be addressed effectively”.

What is ASFA/CAPTA part 2 of 4?
What is ASFA/CAPTA part 2 of 4
By Marilyn Harrison
In part 1 we were quoting G. Miller, who was the former Chairman of the federal Select Committee on Children, Youth, and Families an official at the U.S. Department of Health, Education, and Welfare then reluctently admitted to Miller that the government really, and at that time, had no idea where many of the nation’s 500,000 foster children were living.
Is that not typical? He then went on to admit that they were not even sure what services these children were receiving, if any, or if any efforts were being made to reunite them with their families.
Although this figure too varries from one government entity to another, does anyone have an accurate figure as to how many children are actually in the Foster Care System nationwide? The figure that we are offering you was from a publication many years ago, now that figure has risen to an astounding 870.,000 although the CPS counts 343,000 children in the foster care system. Have we lost close to a half million children then?

Mother sues state for racketeering for Kidnapping Her Children
Mother sues state for racketeering
Starletta Banks displays pictures of her children. She hasn’t seen them since 2000.
She says officials kidnapped her children
By Diane Bukowski
The Michigan Citizen
DETROIT — Starletta Banks has not seen her three children, Darius, now 11, Danielle, now 7, and Darren, now 5, since the year 2000, but she says she is determined to have them come home again to her loving arms.
“It’s been devastating,” said Banks. “It’s been hard holding jobs and eating and sleeping. You can’t even imagine the Christmases and birthdays I’ve spent. When we get them back, whenever that is, it will be Christmas because I’ve gone on buying presents for them all this time.”

We have already covered the Mondale Act, named simply because Walter Mondale created and submitted this bill which passed back in 1966, hence named the Mondale Act. Quoting another article; Absolute Immunity Since 1974 the Child Abuse Prevention and Treatment Act via the Mondale Act false allegations have expeditiously risen, allegations devastating American families.
“Walter Mondale issued a warning at the same time he presented this bill to those around him in essence that warned this funding source for the state’s child welfare agencies; he expressed concern that today’s legislation could lead to abuse in the state agencies over processing children into the foster care system unnecessarily simply to increase the flow of federal monies coming into their treasury”.

Clinic Students Help Gain Legislature’s Passage of Foster Care Bill
Clinic Students Help Gain Legislature’s Passage of Foster Care Bill
November 13, 2010 at 5:00 AM by Aaron T. Evans
While entering the foster care system is a drastic change in a child’s life, losing the comfort and companionship of a sibling can be devastating.
The Penn State Children’s Advocacy Clinic recently teamed up with several organizations to draft legislation that would require county children and youth agencies to make every reasonable effort to place siblings together in foster care unless doing so is contrary to the safety and well-being of any sibling. Sponsored by State Representative Briggs (D-Montgomery), House Bill 2258: Keeping Siblings in Foster Care Together unanimously passed (49-0) in the Pennsylvania Senate on Oct. 13, 2010, and awaits signature by Pennsylvania Governor Ed Rendell.

The women on these pages have all served sentences at HMP Low Newton, a women’s prison in Durham. But that’s not all they have in common: many experienced violence and abuse, either as children, or as partners in adult relationships, or both. Most have suffered emotional, physical or sexual abuse, and almost all developed long-term dependency on drugs and alcohol. Writer and photographer Adrian Clarke uses the women’s own voices to help us understand the stories behind their imprisonment

911 on relatives raising children

Please send this out to all parties:
Washington State, a leader around the country for such programs as concurrent planning, Troxel v. Granville and CASA in child removal and family destruction is now under fire for having too many unlicensed relatives caring for children. Already, children are removed from informal relative care at every opportunity using vague excuses but federal pressure will increase traumatizing families and children all over the U.S.
School systems and welfare offices will most likely be funneling information into the Child Protection Industry with any information that could be helpful in removing the children discussing known family circumstances. Families must be careful to never discuss family issues with any government agent including the school system.
All extended families are advised to exercise extreme caution in utilizing any federal money to include food stamps. For those with clean records, getting formal custody as guardians is now critical. For those without clean records, getting those "deficits" corrected is imperative. Take parenting classes and join groups that can support you in the event of government intervention in your families.
All extended families should have an attorney familiar with your case lined up. Contact an attorney and make small monthly payments for retainers if you must, but know that having a lawyer when there are children involved is not an option in this climate.
All grandparents on social security for whatever reason will be targeted in particular. Have a family meeting to discuss this vulnerability and have a plan in place to address it should the government try and destroy your lineage.
This message is based on the recent CFSR (Federal inspection of CPS page 29 listed concerns) http://www.dshs.wa.gov/ca/CFSR/about.asp the exit conference link.
