Pulkkinen's story does raise more questions. What about the other children in the home? Was this family ever reported to CPS and then overlooked?
Note in the article it says, "Having pleaded previously to first degree rape and related charges..." ****!!!!???? and the kids are with the father????
Was this father a part of the SSOSA program (Special Sex Offender Sentencing Alternative)? That is where Daddy can rape you or someone in your family and if Daddy pleads guilty and agrees to "treatment" government lets by-gones be by-gones. Yes, government goes to that extent to keep families together and yet they take kids, regularly, when no abuse is even suggested. So what about the victim that often still lives with the rapist!
And, Dear Reader...What do you want to bet that the state demands that the little girl have visits with her mommy and daddy while they are in prison? Yep! That's where this is headed. Forcing the child to see her abusers is reabuse.

Dad who video taped daughter's rape says sorry for 'poor judgment,' Judge gives man the max; girl's mother awaits trial
A Kent man accused of joining his wife in raping their 4-year-old daughter live online was sentenced Friday, receiving a punishment that could see him locked away indefinitely.
Filing charges in October, King County prosecutors accused Brian Keith Beston, 36, and Hollie Beston, 32, of repeatedly sexually assaulting their child in trade for child pornography. Authorities began investigating the Bestons after a convicted child molester told authorities he'd been exchanging child pornography with them.
Having pleaded guilty previously to first-degree rape and related charges, Brian Beston was sentenced to a minimum prison term of more than 26 years. After serving that time, he'll remain confined until state authorities deem him fit for release.
Addressing King County Superior Court Judge Regina Cahan, Beston claimed remorse before apologizing for a his "poor judgment" and saying he hoped to mend fences with his children (plural!!!) in the future.
The mea culpa left Cahan unimpressed.
"To call it a lapse of judgment is beyond an understatement," Cahan told Beston before sentencing him to the maximum. (maximum/minimum...which is it?)
"A fundamental parental obligation is to protect your child," she continued. "You've done the opposite of that. You've victimized your own child."
Hollie Beston remains jailed and has not yet entered a plea. She's scheduled to again appear in court July 20.
Writing the court previously, Senior Deputy Prosecutor Zachary Wagnild described the assaults to the court as "horrific."
"Both defendants were involved in the repeated rape and sexual abuse of their 4-year-old daughter," Wagnild told the court. "The couple … (entered) into an agreement with an individual in California to send him images of themselves sexually abusing their daughter in return for images of him sexually abusing his own children."
According to court documents, members of a Seattle police child-abuse task force learned of the abuse after a San Diego, Calif., child molester told investigators there that he'd met the Bestons after posting a Craigslist advertisement posing as a single mother.
The offender told federal investigators that Brian Beston, of Kent, responded to his advertisement immediately and shortly thereafter began sending photos of a young girl the offender later learned was the Bestons' daughter, prosecutors allege. The couple went on to set up a live camera session during which Beston could be seen sexually assaulting his child.
Notified of the allegations Oct. 23, officers with the Seattle Internet crimes against children unit found the Bestons' home and took them into custody later that day.
Confronted by officers, Detective Tye Holand claimed in court documents, Hollie Beston admitted to watching as Brian Beston assaulted the child, and to taking still photos and video of the assaults.
Brian Beston made a similar admission, describing in detail his molestation of his own daughter.
Addressing the court Friday, Senior Deputy Prosecutor Julie Kays noted that the Bestons decision to make a video of the assaults on their daughter -- a video they attempted to use to gain photos of other children being abused -- demanded the most severe sentence possible.
"For this little girl to have her parents do this to her is particularly horrific, and particularly disturbing," Kays told Cahan.
Joined by members of her family, several women close to the girl spoke on her behalf Friday.
All asked that Beston receive the sentence Cahan handed him. Several suggested Beston's claims of remorse were contrived, in part because they'd heard him offer similar assurances after he molested another girl.
"This is not the only child he has abused," one woman close to the girl said.
"Things that are done in secret do come to light," she continued. "I don't understand how he did what he did. The only word to describe it is evil."
Beston did not undertake a pre-sentencing assessment in which he would have been asked about his history of abuse. Through his attorney, he denied the claim.
Speaking to Cahan, Beston offered an apology for his actions.
"They were morally and legally wrong and as a result of my actions … I have robbed my little girl," Beston told the court.
Both Bestons have been charged with first-degree child rape, first-degree child molestation, sexual exploitation of a minor and dealing child pornography. Brian Beston pleaded guilty as charged; both remain jailed.

(There is a comment to this entry that states 1/2 of those in our prisons are sex abusers. That is not the case. and, we have a special commitment center for sex offenders. One of the most egregious parts of sentencing if you are a victim is that the sex crime against you can go unpunished if the perpetrator is allowed into the SSOSA program. And, what kind of message does THAT send to the victim?)

According to the September 8, 2009 minutes of the Saratoga County Public Safety Committee, Dr. Steven B. Feldman, who was arrested Friday for having phony credentials, was hired to do work for the county because his rates were the least expensive. The county hired Feldman to do psychological evaluations for the Saratoga County Family Court. Two other psychologists under contract to the county were rarely utilized, regardless of their credentials or expertise, because their rates were higher. Even Feldman, however, exceeded his contract amount of $10,000.
Saratoga County Public Defender, John Ciulla, testified at the meeting.
The minutes stated that:
"Mr. Ciulla said last year, their $10,000 contract with Dr. Feldman was used up before the end of the year. In keeping what has been going on in Family Court, we have used the money up already, he said. We are proposing instead of doing a limited contract, we will do a general contract with him, he said. He said they currently have three psychologists under contract to provide evaluations, and he asked them to update their current fees. Dr. Feldman is the least expensive and the preferred choice, he said. To prevent me coming back here year after year to expand this contract, it was suggested we just have a regular contract, he stated. Mr. Hellwig said the rates will dictate the cost. As long as he does not go above the rate for the evaluations, it will be indefinite, he said. For a higher rate, he will have to come back, he added. Mr. Rider said the Board approves the contract at a certain rate, and the budget will set how much money he has to spend each year. If the Dr. wants more money, the Board will have to approve that. Mr. Ciulla said he does have minor contracts with two other vendors, but their prices are more, and that is why we prefer to use Dr. Feldman. Mr. Grattidge moved to authorize an on-going contract with Dr. Feldman. Mr. Wright seconded. Unanimous." (emphasis added)
In the Proceedings of the Saratoga County Board of Supervisors of January 20, 2009, the following resolution was passed requesting an additional $875 to pay Feldman.

Introduced by Supervisors Wormuth, Barrett, Connelly, Grattidge, Jenkins, Rowland and Wright
AUTHORIZING AN AMENDMENT TO MINOR CONTRACT WITH STEVEN B. FELDMAN, PSYD, PHD,
DAPA, LMHC FOR PSYCHOLOGICAL SERVICE WHEREAS, Article 18B of the County Law requires counties to supply counsel, investigators, expert and other services to persons charged with a crime who are financially unable to obtain these services; and WHEREAS, our Public Defender from time to time requires psychological services to assist in the defense of persons represented by that office who are financially unable to obtain these services; and WHEREAS, the County has a contract with Steven B. Feldman, PSYD, PHD, DAPA, LMHC to provide psychological services to indigent defendants represented by the Public Defender’s Office, not to exceed $10,000; and WHEREAS, the cost of Dr. Feldman’s services in 2008 exceeded the authorized $10,000, and an amendment to his contract is required to authorize payment of an additional $875 for his services; now, therefore, be it RESOLVED, that the Chair of the Board is authorized to execute an Amendment to the Minor Contract with
Steven B. Feldman, PsyD, PhD, DAPA, LMHC, of Ballston Spa, New York to provide psychological services to the Public Defender on behalf of persons being represented by that office for a sum not to exceed an additional $875, the form and substance of said Agreement subject to approval of the County Attorney and the Contract Administrator.
BUDGET IMPACT STATEMENT: The additional $875 expense can be covered within the 2008 budget."
Feldman is not a licensed psychologist in New York State but is a licensed mental health counselor. It is not clear how the New York State Office of the Professions issued Feldman a license to be a mental health counselor as an appropriate advanced degree is required for licensing in New York State.

A senior social services official has said that it would not matter if a child was killed after their case was closed because it would not be the council's responsibility.

The remark was secretly recorded by a colleague as part of an undercover investigation into Britain's child protection system.
The findings have exposed numerous failings which, experts said, could be putting lives at risk.

Despite a shake-up of social services across the country in the wake of the death of Baby Peter Connelly, the recordings reveal a disturbing picture of Surrey social services.
The most serious findings show:
social workers prepared to allow a child to sleep on a park bench;
inexperienced staff assigned to complex jobs; and
an admission from a social workers that child protection is "p*** poor".
In the most alarming insight, a manager in the department advises that it is important to close cases quickly so that social services will not be blamed if a child subsequently dies.
"If there's a Baby P on a closed case there will never, ever be a problem," she tells the reporter during a private conversation in council offices.
"If it's closed and we closed it with good reasons at the time and it's shown in the closing summary that the reasons were good, then it won't matter."
It was reported last November that Surrey had closed 500 children's social services cases, around one in ten of its total, in an attempt to focus on higher-priority cases. The council experienced a surge in referrals after news of the Baby P case broke in November 2008.
The manager, who does not realise her words are being recorded, adds: "The real problem is the case sitting at the back of your draw that isn't being dealt with, but is technically open to you.
"If one of those goes off on you, God help you. Those are awful."
Her comments follow a survey by the Association of Directors of Children's Services in April which found the number of children deemed at risk has increased by a third since the Baby P scandal.
The Channel 4 Dispatches documentary, to be shown tomorrow, singled out Surrey for investigation because there have been several known child deaths as a result of abuse or neglect in the county in the past five years.
The council's child protection arrangements were said to be "inadequate" by inspectors in 2008, but last year Ofsted found that the situation had improved.
In the programme, a reporter who had previously worked as a family support worker obtained a job at Surrey social services.
Even though he had not worked in a child protection unit for six years, he was given two highly-sensitive cases on his first day in the job without any training.
One case involved him visiting a home where a convicted murderer had regular access, and had recently been violent, to assess whether it was safe for a child to continue living there.
In addition, the undercover reporter was given work that government guidelines state should only be given to qualified social workers, not less-qualified family support workers.
Other colleagues told him that they had not been given proper training, and the manager of the unit described the induction procedures as "crap".
He was also advised to warn a 15 year-old-boy looking for somewhere to stay that social services would not be able to house him, even though they were legally bound to do so.
"If we don't have a placement we can't put him anywhere," a colleague was recorded saying.
"He can sleep on a park bench."
It took more than six weeks before the child was given a placement in a residential home, during which time the reporter was told the child had threatened to commit suicide.
Summing up his findings after the filming was completed, the undercover reporter expressed concern at what he had discovered and said that social workers have an "impossible job".
"What's emerging is there's an age group from 13 up to 16 that really get forgotten," he said.
"It's just depressing."
He added: "This is a national problem. These are our most vulnerable children and if we want to look after them in an adequate way we'll have to pay for it."
Joanna Nicolas, a child protection consultant and trainer with 15 years' experience, said last night that the findings of the investigation exposed the stark reality of the challenges faced by social services across the country.
"The public will find the programme shocking, but those of us on the ground have been saying for years that the system is at breaking point," she said.
"It's buckling and that means that children are left unprotected. It's not right that we have a system where young people are left effectively homeless and without support."
A spokesman for Surrey county council said: "Child protection is our top priority and we will examine the findings of this programme carefully."
The documentary, raising questions about what is being done to protect vulnerable children, follows a series of high-profile failings by social services.
Earlier this year, welfare officers at Birmingham council were criticised for failing to take seven-year-old Khyra Ishaq from her mother who starved her to death.
Lord Laming recommended a complete overhaul of child protection policies following the death of Victoria Climbie in 2000, who was also starved to death after social workers, police and the NHS failed to raise the alarm.

The Senate is expected to take up the U.N. Convention on the Rights of the Child.
The effort is a dangerous treaty for the family, according to pediatrician Rosemary Stein of Burlington, North Carolina, and a spokesperson for the Christian Medical Association (CMA).
"It takes away the parents' rights to rear their child and gives it to the government," she explains. "The government becomes the caretaker and the guardian, and the parent becomes the babysitter. Another way to define it would be 'the government takeover of our children.'"
If the contract is enforced, the government would have the right to intercede or supersede if officials believe the parents are doing something that is not in the best interest of the child. An example of this comes from Germany, where the government has passed laws that ban parents from homeschooling their children.
"I didn't know that it was this insidious, and at the same time, this overwhelming," Stein laments. "It goes over everything -- what you teach them, what you do with them [and] how they're reared."
The CMA spokesman predicts this will change society from the bottom up. For instance, a 16-year-old girl in Great Britain asked her parents to let her boyfriend move in and share her bedroom. When the parents said no, the teen filed suit and won.
It is not known when the U.S. Senate will try to ratify the treaty, so Dr. Stein says people need to start contacting their senators to voice their views

Another disturbing effect of the drugs for ADHD children is that they are often sold in the school car park – this activity is known as “pharming.” These drugs are often found in adolescents, the adolescent at home – in the medicine cabinet!
Other effects of medication for ADHD children are no less alarming. Sometimes it takes centuries to make the correct dosage. Even so, the effects of these drugs for serious harm to the child. The website of the FDA makes a lot of reading, as all the side effects and problems associated with lists of these psychostimulant drugs. There are many cases of children, to lose weight because of loss of appetite and have healthy snacks, go around them. There is also a long list of effects of heart problems, high blood pressure and even suicidal thoughts and hallucinations.
Many parents of ADHD hours categorically refused to meet their children these psychostimulants for many of the reasons mentioned above.
