CPS should have responded promptly to allegations of child abuse - Houston Chronicle:
Many of us are familiar with the Texas law that requires ordinary citizens to report suspected child abuse. And we know there's a higher standard for teachers, doctors and other professionals, who must report it within 48 hours. Failure to do so is a Class A misdemeanor.
