Children desperately need fathers in their lives. However, the current Child Protective Services System of the state and federal governments is no more than a bounty-hunting network to hound, harass and incarcerate mostly poor fathers. The debtor’s prison is alive and well; but only for noncustodial parents; not for any other debt does the law require incarceration for nonpayment.
