Gutsy Attorney Outs a Too-Powerful Texas CPS Baby Mill Agenda

“The role of CPS has changed over the years,” (Julie Ketterman of KHA Lawyers, PLLC) said. “They have become too powerful and have shifted their focus from offering guidance and support to acting as a punitive force.” Historically, CPS would provide in-home services to help stabilize families in need of assistance and maintain children in their home. Preventing child abuse and ensuring a safe home environment was the ultimate goal.
The 1960s and 1970s saw a marked increase in public awareness of child abuse. This led to amendments to the Social Security Act, which expanded the scope of CPS nationwide. In 1974, Congress passed the Child Abuse Prevention and Treatment Act, which provided federal funds to the states for the prevention of physical abuse, neglect and sexual abuse. Then, in 1997, Congress passed the Adoption and Safe Families Act, which established strict timelines for returning children in foster care to their parents or for terminating parental rights, thus freeing the children for adoption. In some cases, states are authorized to dispense with efforts to reunify the family and move directly to termination of parental rights.

Comment: I saw first hand what Adderal for ADHD did to my grandson, forced on him by NH DCYF. He was like a zombie and couldn't remember some of his family members. He was given an order by the visitation worker and just stood there, totally baffled at what she told him to do. It was so sad to see a once very energetic, lively little boy turned into the zombie he now was. I sure hope he is no longer taking that garbage!

My comment: Tsaros is right. 24/7 staffing won't make children more safe. It sure wouldn't have kept Brielle safe. The only thing that would have kept her safe was to not return her to her Mother while criminal child abuse charges were pending. What does 24/7 staffing have to do with these cases? Nothing! All you're doing is giving DCYF even more unbridled power. Our Govt. already gave them free rein to do whatever they want(as stated by a former Nashua caseworker). 

 "Five years ago, the average worker received 12 reports a month," Five years ago you didn't have all these mandated reporter's calling in frivolous and many times false report's against innocent parents.

Guthrie, all of the children taken by DCYF are worth their weight in gold. The Federal Govt. pay's the States plenty of incentive money for every child they take and then adopt out. Don't worry, Title IV funding will pay.

My comment just in case it's removed:First of all, what good would 24/7 coverage have done for Brielle Gage? None. DCYF and the Family Court are the ones who placed her and her siblings in danger when they returned the children to their Mother, already facing Criminal child abuse charges. She hadn't even gone to trial yet they sent the kids home. What sense did that make while other parents are cleared of Criminal child abuse charges yet never get their children back? Put the blame on where it's due.Second, the Police are more apt to spot when a child is in a bad situation and most parents will open the door to them before DCYF.Third, “It doesn’t lessen the amount of information DCYF needs to have, it doesnt change the proof they need to show; the burden doesn’t change,”. And what proof do they need to show? How about none? Has the law changed, or isn't "Preponderance of Evidence" still being used to take a child? Since when does DCYF need any proof? NH Judges rule on "Hearsay", without proof of ANY wrongdoing. And yes, it's illegal, but they get away with it anyway.State Rep. Mike Brewster was right when he asked, “Has anyone ever done an analysis on how many children are taken, how many are taken needlessly through a (court) order, and how many were really in immediate danger?” In fact, a yearly analysis would be a good idea along with the DCYF Investigation and all the cases from the past fifteen years should be analyzed. The number's of needlessly taken children from innocent parents and their families would astound you!

The last time the state asked the Legislature for more caseworkers was in 2004. But a recent audit of the Division of Children, Youth and Families found that it is understaffed and overworked, and suffers from a lack of resources.

Comment: What good would 24/7 staffing have done in the case of Brielle Gage when DCYF and the Family Court sent Brielle and her siblings home to their Mother while Criminal Child Abuse charges were pending? Her Mother hadn't even gone to trial on the charges. Other parents criminal abuse charges are dropped, but STILL never see their children again.

The study published today in JAMA Pediatrics used data from the Quebec Pregnancy Cohort and studied 145,456 children between the time of their conception up to age ten. The study accounted for a number of other factors that have known links to autism, including genetic predisposition to autism (i.e., a family history of it), maternal age, depression itself, and certain socio-economic factors such as being exposed to poverty. Exposure to antidepressants was defined as the mother having had one or more prescription for antidepressants filled during the second or third trimester of the pregnancy.

Comment: Then why are the States still getting Title IV funding when there are NO Reasonable effort's made by CPS, nor Services to these families?

My Comment:
This is NO  different than taking a child away from their Biological family, which CPS/DCYF does every day without any compassion given for the child or the family. They don't even give it a second thought.

If the State had followed Federal mandates to begin with, the child never would have been placed in Foster care. Relative placement is "supposed" to be first priority, but as we all know it never is. Not only does the State disregard the law to place children with Native American blood relatives with Native American relatives, they disregard the law placing ALL children with relatives each and every day. It's all about the money. Foster care means more Federal funding for the State. This is a Nationwide problem.

The PSA calls for survivors of the treatment, their families, healthcare professionals and others to urgently oppose the Food and Drug Administration’s (FDA) plan to reclassify the electroconvulsive therapy (ECT) device as low risk. CCHR was established in 1969 by the Church of Scientology and eminent psychiatrist, Prof. Thomas Szasz. It has been responsible for dozens of laws in the U.S. and around the world either implementing informed consent or a prohibition of ECT for some age groups.

I have seen babies who were supposedly withdrawing from Heroin, according to a Nashua Hospital. After seeing this video, I don't believe the babies were withdrawing at all. Never have I seen a baby who was supposedly withdrawing from anything have these kind of tremor's, yet the Hospital wrote in their report that the baby did.
The Hospital's have this idiotic scoring system for newborn babies. The babies are scored on muscle tone, their cry, "tremor's", feeding, etc. The scoring is done by a different Nurse on every shift. Who's to say the Nurse's all score the same way? That would be impossible, which leads me to believe their scoring system is quite flawed. The same person, Doctor or Nurse should do the scoring on these babies and it might help to have a second set of eyes at the same time. Why medicate babies who don't need to be medicated?

An E-mail I received today-My precious grandchildren/ help me

My heart is heavy that my grandchildren cannot live with me because of my past. More than that my sister Eve could possibly think that trying to monitor and control my relationship with my grandchildren was any kind of a solution for what is going to help them in this already very traumatic situation. Never in my life of all the many difficult things I've experienced can I say that one person could destroy a relationship like she has done multiple times. I will never again try to initiate any type of relationship with her again. I will instead work as an advocate to help others with a criminal history that transpired do to drug and alcohol abuse, have the ability to be the advocate for their children and grandchildren if they worked really hard at turning their life around. I have twenty one years and counting sober and have reunited and raised my children been involved with my grandchildren all their lives and now that my son is struggling in life with this horrible disease my grandchildren are caught in the middle. Although my sister "Eve" aka "Genevieve" may think she has the answer, my grandchildren want to be with me!!! They barely know her and she can be extremely overbearing with the beliefs of her program, "Peters Procedures". She is not a parent nor has she ever been married and is fifty. That has been fifty years of self-centered ideas. Fortunately for her the alcoholism in her life did not lead her to criminal activity. So the benefit is that although this disease connects in her life as well, on paper she looks much different. With no experience at all or even much involvement with my grandchildren she has become the main advocate making many of the decisions and informing the court what she feels needs to take place, supervised visits and monitored phone calls. Making "cps believe in any way shape or form that my relationship can cause any harm to "my" grandchildren is only a clever scheme of my sisters Eve constant manipulation to do what she wants. It sickens me that our system is so broken that something as intensely emotional and heartfelt can be manipulated so easily also that a family member can be so heartless. I should've learned my lesson when she tried that same heartless manipulative direction when I was caring for our mother. Thankfully even though she tried very hard to make my past my present in that situation as well calling adult protective service on me and trying to get me arrested for assault on her, because I made her leave the room where she laid in bed with our mom for seven hours not once changing her or moving her. This is a cold hearted person let alone family member. I'm making this public because I need the world and public to share this enough that maybe someday children's voices will matter and families who have earned their way back into society by making an amends to their life don't have to keep paying consequences for their past over and over, when in fact it was rectified by the incarnation and life consequences many times over...!!!! Please help me make this horrible situation known, so my grandchildren know I am doing any and all things I can to give them the love they deserve!!!!! Share this post with me because of my past.
