What if we could invest more of our federal child welfare funding to safely reduce the need for foster care? That’s the question that a county in Ohio took to heart some years ago. And in tackling that question, Lorain County improved the lives of its vulnerable children and families, while remarkably reducing the percentage of its budget that was spent on foster care.
