A state appeal of a recent federal court ruling ordering the Texas Department of Family and Protective Services to overhaul foster care services in long-term state care won’t change the facts.The system is broken and the problems need to be addressed now, not years down the road after all the appeals have been exhausted and another generation of foster children has aged out of the defective system.
