Documented Child Neglect by NH Foster Stranger's

According to the NH AG's Protocols on Abuse and Neglect, which can be found at: OFFICE OF THE ATTORNEY GENERAL DEPARTMENT OF EDUCATION,DIVISION FOR CHILDREN, YOUTH
AND FAMILIES CHILD ABUSE AND NEGLECT:
These indicator's are just a few considered Neglect:
Back of infant's head lacks hair or appears flattened; untreated
rashes (No mention of scratches and bumps on a newborns head)
Failure to thrive: underweight, developmental lags, regresses
upon return to home
Poor hygiene: dirty, offensive body odor, unwashed/
Uncombed hair, tattered or inappropriate clothing, lice
Poor health: drowsy, easily fatigued, puffy eyes, untreated
illnesses/infections, itching/scratching, frequent diarrhea,
physical complaints not responded to by parent; needs dental
care/glasses
(No mention of newborn's born with MORPHINE or other drug's in their system AND No mention of "anticipated" Neglect in the Future)

This document show's the Foster stranger's concern for being financially supplemented
