The best way to reduce child abuse and neglect and keep children safe is to help their families remain stable, experts say. That has become more of a challenge since the economy tumbled.
Faced with budget deficits, Arizona lawmakers over the past four years balanced the state's budget in part by cutting more than $300 million from programs that support struggling families, from substance-abuse treatment to housing to child-care assistance.
Legislators who voted for the cuts say the budget deficits forced them to make difficult choices. At the same time, they say caring for children is the job of families, churches and communities, not government.
