So does this mean NH DCYF will no longer have the upper hand in the admittance of foster children NOT in need of hospital care at Philbrook Hospital, the state hospital? Or will it be business as usual, admitting children and drugging them when the Doctors state the child doesn't need hospital care? That all the child need's is his "Family".
