A state financial aid program promising to cover the costs of a full year of public higher education for youth raised in foster care has instead placed those students in debt and become for many the sole impediment to them continuing their education. The most shocking aspect of this situation is that the body entrusted with supporting these youth – the Legislature – created the problem.
