The one thing that everyone seems to agree about is that Ethel is a loving mother who does her best but sometimes finds it hard to cope with the strain of managing her household of four children. Sometimes she feels overwhelmed. Whether all that she does is good enough is the question with which the ACT justice system, and the ACT welfare system, is struggling with monstrous and shameful inadequacy, and, by now, the virtual certainty of harming her children more than it already has.
