DCF head: Foster-care system up for review after abuse of adopted twins - Sun Sentinel
The head of Florida's child welfare department said Thursday that a review of the foster-care and adoption system should reveal why one twin from an abusive, adoptive home died and the other is hospitalized with severe chemical burns.
Both internal and outside investigations are needed to find out how the mistreatment of 10-year-olds Nubia and Victor Barahona could have been prevented, David Wilkins, secretary of the Department of Children & Families, said in a statement.
